What that means for your process

Evidence collection begins at offer rather than at filing. The load-bearing items — publications, citation records, judging invitations, press about the individual — sit largely outside your organisation's control, which means they cannot be produced on demand and have to be gathered while the ordinary work continues.

Country of birth determines the queue. A plan that does not model it will be wrong for some of your people for reasons unrelated to merit.
